This is the Spot Healing Brush. After selecting the brush, you move it over the area, click, and the blemish is then removed. This Tool doesn't work well when it's used near an area of skin with two very different shades, or two very different colours. For example: near the hair line, the eyes, where they are shadows or lips.
The second in the list is the Healing Brush Tool. This Tool allows a sample point to be selected to clone from. [To choose the sample point you need to hold down 'ALT' and make a selection.] Once the reference point has been made, you click and drag across the area you want to cover. Once the mouse is released, it will be blended. The Healing Spot Brush can be faded by going >Edit >Fade Healing Brush, then bring down the opacity bar to whatever suits the image. Fading the Healing Brush will make sure some of the original image is kept.
